Electricity - Scottsbluff

Nebraska Public Power District provides retail electrical service to Scottsbluff and operates Scottsbluff's distribution system.

The Scottsbluff area is fed by two 115 kV lines. There are five main distribution substations in Scottsbluff, with a total capacity of more than 80 MVA. There are also two peripheral distribution substations around the city capable of serving 3 MVA of load. All seven substations mentioned can be served from at least two different 34.5 kV sources.

The heart of the Scottsbluff distribution system is served by 12.47 kV distribution lines with peripheral areas being served by 12.47kV distribution lines. All of the substations and lines were designed and built with future load growth in mind.

Water - Scottsbluff

The municipal water system in Scottsbluff is supplied by 12 wells, with an average depth of 100 feet.  The system has a combined pumping capacity of 14,100 gallons per minute and an overhead storage capacity of 2,550,000 gallons. 

The system has an average daily demand of 4,083,590 gallons, and a historic peak daily demand of 11,200,000 gallons. The system has a maximum daily capacity of 20,304,000 gallons.  The static pressure varies from 40 to 60 pounds per square inch.

 The development of a new well field west of the city should supply the community well into the 21st Century.  Two additional wells at the airport have a pumping capacity of 1,100 gallons per minute.  This system has a maximum daily capacity of 1,540,000 gallons and a 200,000 gallon overhead storage facility.  The static pressure is 55 pounds per square inch.

Groundwater is available for industrial uses.  A 90-foot well with a 12-inch casing in Scottsbluff should produce 750 gallons of water per minute.  The quality of water in Scottsbluff does not necessitate a water treatment plant.  The water table has not changed significantly during the last five years.

The color of the water is clear and the hardness, in parts per million, is 390.   The tap water temperature varies from 50° in winter to 60° in summer.

Payment of the minimum charge shall constitute payment in full for any quantity of water not exceeding the amount shown in the "Gallons" column opposite the applicable "Minimum Charge."  In the case of premises as to which the final date for connection of the plumbing has been deferred under section 22-1-8, there shall be a bimonthly charge for standby fire protection service of $6.00.  Each user of the City water system located outside of the City limits shall pay double the minimum charges listed above, provided however, that users of the City water system that are serviced by the airport waterline shall pay triple the minimum charges listed above.

Wastewater - Scottsbluff

Scottsbluff has a municipal sanitary wastewater system and a storm sewer system. The wastewater treatment plant (aerated lagoons) was upgraded in 1991 and has a daily capacity of 4,000,000 gallons.  The average daily flow is 3,400,000 gallons and has the historic peak daily discharge of 3,800,000 gallons.

Solid Waste Disposal - Scottsbluff

Municipally-owned waste removal services are available in Scottsbluff. An automated, side-arm refuse collection system is currently used for residential collection.  The residences abutting alleys are served by 1-1/2 cubic yard containers, and the remainder of the residences by 90-gallon plastic rollout containers.

Hotels, motels and rooming houses shall be considered as commercial establishments and shall pay charges based on the charges provided for institutional business, commercial and industrial establishments as provided below.  The charges for quantities or services which exceed those covered by the minimum charge shall be an amount equal to the reasonable cost of the service as determined by the City Manager or the designee of the CIty Manager.

Institutional, Business, Commercial & Industrial

The monthly charges for collection and disposal of solid waste of institutional, business, commercial and industrial establishments, and solid waste in required containers at construction sites, shall be based upon the number of approved containers collected per collection.  Where an establishment has its own water or sewer connection, the fact that it shares a building with another establishment, or does not occupy the entire building, shall be of no significance.  The charge per approved container per collection shall, effective for all billings made on and after January 1, 2003 be as follows:

Where a building has more than one institutional, business, commercial or industrial establishment, but there is only one water or sewer connection to the building, the rate shall be $11.53 per each unit plus the charges specified above.

The unit shall be emptied at the discretion of the customer provided that the City Manager or the designee of the City Manager may cause the unit to be emptied at anytime that there is a likelihood of the creation of a nuisance or a threat to the public health.

Residential customers using this container must specify the expected duration of their use at the time of application.  At the end of the period specified, the container will be emptied and removed.

For any service request on Saturday, there will be an additional charge of $50 in addition to the charge specified above.

Electricity - Gering      

The City of Gering operates a municipal distribution system, purchasing power from the U.S. Department of Energy (Western Area Power Administration), Municipal Energy Agency of Nebraska, and the Nebraska Public Power District

There are seven substations, with a total capacity of 25,000 kW.  The distribution voltage is 4,160 wye, and the transmission voltage is 34,500 volts.  Five 115 kV lines tie the city into the statewide electrical grid.  The transmission substation has a capacity of 100 MVA.

The City of Gering has a NEW BUSINESS DEVELOPMENT RATE:

     The following qualifications must be met:

             1)    New construction only.  Effective August 1, 1995.

             2)    Industrial user:  greater than 15,000 kwh's/month or 50 kw of demand for 3 consecutive months.

             3)    Must be all electric.

             4)    Tax increment financing.

             5)    Must allow the City to install load management switches on air conditioners & hot water heaters.

     Limits:

             1)    Original owner only.

             2)    Maximum of 50,000 kwh/month.  (Negotiate any usage over 50,000 kwh's).

             3)    Ends 5 years from date of occupancy.

A power factor of 92% or higher will be maintained at all times, or the use of a KVA meter will be used to produce billing of KVAH's and KVA demand.

             Total cost of City purchased power/kwh's City purchased times 1.375 i.e. 2003/2004

             $2,365,305 ÷ 71,156,281 kw = .03324

Natural Gas - Scottsbluff/Gering

Natural gas is transported to the communities of Scottsbluff and Gering by SourceGas (formerly Kinder Morgan Inc.)  through a 16-inch transmission pipeline, with an operating pressure of approximately 700-1,000 pounds per square inch.

SourceGas also owns and operates the local distribution system within Scottsbluff/Gering, serving approximately 10,050 residential, commercial, and industrial customers. 

Natural gas is available for residential and commercial uses. Availability of natural gas for industrial uses is subject to individual situations.  As specific requirements of an industrial prospect become available, information on gas service availability and applicable rates can be obtained from SourceGas Service Center in Scottsbluff by calling 1-800-563-0012.

SourceGas operates as an open access pipeline, enabling an industrial or large commercial gas user to obtain their own gas supplies and have them transported in SourceGas's system.   Several gas marketers, including Kinder Morgan's own marketing affiliate, are currently active on the system and could help obtain gas supplies.

SourceGas supplies natural gas transportation to residential, commercial, industrial, and agricultural customers through three pipeline systems.  Principal operations serve more than 300 communities and 243,000 direct customers in Colorado, Nebraska and Wyoming.
