	In 1999, local developers from 31 communities statewide participated in the survey.  Questionnaires were sent to 274 businesses, with a 63.8% response rate.
	Major advantages of doing business in Nebraska were identified as Labor Quality/Productivity, Quality of Life, and Location/Markets.  Other advantages included Transportation, Utilities Costs, and Cost of Living.
	Major disadvantages were identified as Labor Availability and Business Climate/Taxes.
	The average starting wage at the time of the survey was $8.36 statewide.  Many companies sought assistance in improved marketing and better telecommunications, and the top business challenges were perceived as market competition/customer base, workforce, and government issues.
Text Box: 	The survey indicated that business owners have a high regard for the work ethic & productivity of Nebraska workers, and they are challenged by the loss of local/regional markets and the ability to attract/retain qualified workers.
	Twin Cities Development wants to encourage all businesses contacted for the survey to participate.  Typical businesses surveyed include those involved in trade  services and/or manufacturing, but other local businesses may be contacted as well. A fee of $25 to $30 could be added to the cost of a new system, which would be used to finance a privately run recycling program for computers and televisions.
To date, more than 20 state legislatures have introduced bills on computer recycling; however, many assigned responsibility for disposal to manufacturers.
