LABOR SUPPLY

Employment in the Scottsbluff/Gering labor market is defined as the whole of Scotts Bluff County.  According to the Nebraska Workforce Development Department of Labor, in April 2004 the civilian labor force stood at 19,693, compared to 19,224 in April 2003 and 19,084 in April 2002.   18,985 were employed in April 2004, compared to 18,268 in April 2003 and 18,167 in April 2002.  The unemployment rate for April 2004 in Scotts Bluff County was 3.6% compared to 5.0% in April 2003 and 4.8% in April 2002.

The Scottsbluff/Gering Chamber's Business Development Profile of 2001 indicates that agriculture continues to be the leading economic industry in the Valley; however, there is a diversified economic base, with finance, manufacturing, medical, retail, wholesale, education, and tourism.

UNIONIZATION

Nebraska has a right-to-work provision in its Constitution.  In 1996, 10.6% of Nebraska's manufacturing workers were members of labor unions, compared to a national figure of 17.2%.  Union membership in Nebraska is concentrated in the railroad and packing-house industries.

Approximately 2.2% of the total non-farm labor force & 15% of the manufacturing labor force is unionized.  There have been no local strikes.

Agriculture continues to be important in the Panhandle's economy, with leading crops being alfalfa, hay, barley, corn, dry edible beans, oats, sugar beets, and wheat.  Cattle and hogs continue to be the leading livestock in the area. 

UNEMPLOYMENT INSURANCE - STATE OF NEBRASKA

New employers in Nebraska are assigned a tax rate of 3.5%.  That rate remains in effect for the first two calendar years.  After that, employers' rates are assigned individually, based on their experience, and can vary between 5.4% and .05%.

Employers pay only on the first $7,000.00 in wages paid to each employee each year.  This amount is referred to as the tax base.  Any amount paid to an employee beyond $7,000.00 in a year is referred to as excess wages, and is not taxed.

Population Projection

The City of Scottsbluff's Comprehensive Plan 2004 projects a population increase of 12% by 2020.

This projection was completed using a cohort-survival projection model with modified State of Nebraska birth and death rates. 

Migration rates were adjusted based on the following assumptions:

  • Population trends in the 1990's were affected by a stable & improving economy, and this trend will continue
  • The community of Scottsbluff has been and will continue to be successful in implementing an economic development program capable of producing new growth and retaining or attracting higher percentages of young adults.
  • Health service improvements will attract elderly residents.

Strength of the Economy

According to the City of Scottsbluff's "Comprehensive Plan" for 2004,  the general health and performance of economic sectors in Scotts Bluff County can be judged by comparing changes within industry employee earnings over time.

From 1970 to 2000, inflation-adjusted industry earnings grew in all but four industry sectors.  (The sectors that declined were Farming, Wholesale Trade, Agriculture/Forestry/Fisheries services and Mining.)

In terms of employee earnings, the services industry sector was the largest industry in the year 2000, followed by government, manufacturing, and TCPU (transportation, communication & public utilities).

Industries experiencing the greatest inflation-adjusted employee earnings from 1970 to 2000 were TCPU, followed by services, FIRE (finance, insurance, & real estate) and government.

The retail trade sector is the second largest employer in Scotts Bluff County, but experienced the smallest percentage increase in inflation-adjusted employee earnings.  The farm sector was the only sector to decline in inflation-adjusted employee earnings.
