Planning
Scottsbluff
has a nine-member planning commission. Members are appointed by the
city manager for three-year overlapping terms. A Comprehensive Plan
for Scottsbluff was prepared and updated in 1990 by Stoff & Oblinger-McCaleb
Consultants of Denver. The plan is updated annually, with a complete
re-write every ten years.
Gering also
has a nine-member planning commission. Members serve three-year staggered
terms. A Comprehensive Plan for Gering was prepared in 1972 by Oblinger-Smith
Corporation of Wichita, Kansas. The plan was updated by the Panhandle
Resource Council and adopted in 1992 by Gering City Council.
Streets
There are 102 miles or 328
lane miles of streets in Scottsbluff, 95 miles of which
are hard-surfaced with asphalt or concrete. Truck routes are established
for trucks weighing more than 40 tons.
Street maintenance in Scottsbluff
consists of sweeping, flushing, snow removal, seal coating, crack filling,
street painting, installation and removal of snow fencing, paving repair,
curb and gutter replacement, weed control, vector control, traffic signal
maintenance, blading & graveling alleys & unsurfaced streets,
Christmas decorations, barricading, parking lot maintenance, sign maintenance,
and asphalt patching.
Ninety percent of the streets
have curbs and 75 percent have sidewalks.
Gering has
88 miles of streets, 87 miles of which are hard-surfaced with asphalt
or concrete. Trucks 20,000 pounds or heavier are not allowed on residential
streets.
Ninety-nine percent of the

Code, 2000 international Residential Code for One- and Two-Family Dwellings,
2002 National Electrical Code, 2000 Uniform Mechanical and Plumbing
Code, 2000 Uniform Solar Code, and local amendments to these codes are
enforced in Scottsbluff, Gering & Terrytown. Local
zoning and subdivision regulations are enforced.
