ABOUT TCD Twin Cities Development Association, Inc. (TCD) is a nonprofit organization founded in 1985 as the successor to the Scottsbluff/Gering Payroll Development Foundation. TCD provides economic development services for the communities of Scottsbluff and Gering in the Panhandle of Nebraska. TCD formed to work with both prospective and local businesses in order to stimulate new investments and create new job opportunities for the area. The Board of Directors is comprised of nine individuals from various community interests (public officials serving as ex-officio members). The Cities of Scottsbluff, Gering, Terrytown, Bayard, Mitchell, Morrill, and Bridgeport as well as Scotts Bluff County and private contributions fund the economic development programs for the area. TCD works closely with the Scottsbluff/Gering United Chamber of Commerce, Panhandle Area Development District (PADD), Nebraska Business Development Center, Western Nebraska Community College, and many other entities. TCD endeavors to support economic development activities that create jobs and bring new capital while supporting the expansion of existing businesses.
